The Divisions works through the five principles of Community Development:

The Community Development Section will strive to ensure that every individual living in Fingal feels that they are able to participate as a valued, respected and equal member of their community regardless of age, race, religion or background.
The Community, Culture and Sports Division has three specialist offices with teams of professional staff working in the areas of Community Development, Arts and Cultural Development and Sports Development
Volunteer Survey
Survey for Volunteers
The Irish Sports Council has commissioned DCU, UCC and UL to carry out a large-scale national research survey to examine sport and physical activity patterns of children in Ireland. One part of the study involves assessing the needs, capacities, and profile of volunteers working with children’s sport and physical activity programmes.
Volunteerism is the lifeblood of Irish Sport but there has been little research that has focused on the need of the Irish volunteer working with children and youth. Sports organizations are always looking for volunteers and how best to recruit and keep them in the programme. The findings from this research will assist in policy development aimed at creating programmes and resources to support volunteers and clubs and improve the quality of the sport and participation experience for all involved.
The research team is eager to hear from volunteers and club administrators about the volunteer experience, examples of best practice, and barriers to recruiting and maintaining a volunteer workforce. This is the first in-depth national study in Ireland to focus on the volunteer experience. Those who participate in the study are entered into a prize draw. Administrators are placed in a draw to win a training camp for their club and the volunteer have the opportunity to win a sports voucher.
