Parks Wayleaves on Open Spaces

Companies or individuals who wish to provide services across , under or over public open space or to gain access to a development site across public open space must apply to the Council for permission. This is called a wayleave.

Statuary undertakers such as the ESB, Bord Gais, Eircom and other telecom companies normally apply to the Transportation Department for a road opening licence. The Transportation Department  circulates the application to other departments and divisions and grants a single way leave on behalf of the entire County Council.

All wayleave applications should normally be made through the Transportation Department. Contact mary.egan@fingalcoco.ie  for the Malahide Howth area , mary.mcphillips@fingalcoco.ie   for the Balbriggan Swords area  or martin.sweeney@fingalcoco.ie  for more information.
Where a way leave application involves public open space only (roads or footpaths will not be crossed) application should be made directly to the Parks Division at 01 890 5600 or parks@fingalcoco.ie

Way leaves are usually granted with conditions regarding route, protection of ground and works area, protection of trees and reinstatement. A charge is normally imposed which must be paid in advance of any works commencing on the ground.
