Air Emission Licence granted to M50 D&C Ltd, North Business Park, Naul Road Swords Co Dublin
Ref: AL02 - Asphalt Plant Air Emissions Licence for the M50 Upgrade
Fingal County Council has granted an Air Emissions Licence under the Air Pollution Act 1987 in regard to an asphalt batching plant located at Dunsink Lane as and from 1st April 2009 with the following conditions:
1. In general this plant shall be operated in such a way so as not to give rise to a nuisance by virtue of emissions that are so prolonged or of such frequency as to be reasonably considered a justifiable cause for complaint.
Reason: To provide for the prevention of nuisance
2. The plant shall be operated using standard diesel only.
Reason: To provide for the protection of air quality.
3. Emissions from the plant other than the generator unit shall only occur through the baghouse filters.
Reason: To provide for the protection of the environment by control of emissions.
4. The emissions shall not occur at a height of less than 16.3m above the ground.
Reason: To provide for the protection of air quality and prevent nuisance.
5. The following emission value for Particulates shall not exceed 20mg/Nm3 .
Reason : To provide for the protection of air quality and to clarify the interpretation of emission limit values fixed under the licence.
6. The above limit value shall be continuously monitored using approved and suitably calibrated equipment. Results of this monitoring shall be made available to Fingal County Council on demand.
Reason: To ensure compliance with the requirements of other conditions of this licence by provision of a satisfactory system of measurement and monitoring of emissions.
7. Malfunctioning, or breakdown leading to abnormal emissions shall be dealt with promptly and process operations reduced and/or closed down as soon as practicable until normal operations can be restored. Fingal County Council shall be informed without delay of such abnormal emissions and breakdowns.
Reason: To ensure compliance with the requirements of other conditions of this licence through ensuring upkeep of equipment.
8. Fingal County Council shall be informed of any changes in operating procedures with a view to determining if a review of this licence is warranted.
Reason: To provide for the collection and reporting of adequate information on the activity.
9. The licensee will obtain suitable insurance.
Reason: To provide for adequate financing in the event of accident.
10. This licence shall expire fifteen calendar months after the commissioning of the plant.
Reason: To make provision for the proper closure of the activity ensuring protection of air quality.
11. The name and phone number of contact persons responsible for the overall operation of the plant shall be provided to Fingal County Council.
Reason: To make provision for management of the activity on a planned basis having regard to the desirability of ongoing assessment, recording and reporting of matters affecting air quality.
