The Draft Litter Management Plan was presented to the Environment Strategic Policy Committee in June 2007. Members of the public and interested parties were invited to make submissions on the Draft Litter Management Plan - all submissions received, were analysed and amendments were integrated into the Plan.

In March 2008 the Council's Litter Management Plan 2008 - 2011 was adopted by Full Council. The six key elements of the Plan are:
