Waste Management (End-of-Life Vehicles) Regulations 2006
The Waste Management (End-of-Life Vehicles) Regulations 2006 came into effect on 8th June 2006. The Regulations place obligations on producers, i.e. vehicle manufacturers and professional vehicle importers, to establish national collection systems for the collection, storage and treatment of end-of-life vehicles and to achieve new recovery and recycling targets.
Each producer’s national collection system is required to have at least one authorised treatment facility (ATF) in every city and county council area that will provide free take-back of vehicles of that producer’s brand or for which that producer has responsibility.
Typically, an end-of-life vehicle is a passenger car or light commercial van that the registered owner wishes to dispose of as waste. From the 1st January 2007 owners of intact end-of-life cars and vans can deposit them free-of-charge at an authorised treatment facilities where they will be issued by the owner or operator, a certificate of destruction. Only vehicles that were first registered in Ireland on or after 1st July 2002 will be accepted free of charge. Please find below full details of Authorised Treatment Facilities in Fingal.
The Regulations also introduce new environmental standards to ensure that when an end-of-life vehicle is deposited at an ATF or a car dismantlers, as much material as possible is recovered and recycled and that it takes place in a way that is not harmful to the environment. New minimum standards are also prescribed in relation to the storage and treatment of end-of -life vehicles at these facilities.
All Producers of End-of-Life Vehicles were required to apply for registration with each city and county council by 21st September 2006.
