The Minister for the Environment, Heritage and Local Government has made new permit regulations for facilities (S.I. 821 of 2007 & S.I. 86 of 2008) and collectors (S.I. 820 of 2007 & S.I. 87 of 2008) that shall come into operation from 1st June 2008.

'Scrap Saturday' Collections

SCRAP SATURDAY COLLECTIONS

Fingal County Council is aware of Scrap Saturday waste collection events taking place. If Sports Clubs, an organisation or individual wishes to undertake a collection of waste they must be authorised in accordance with legislation.  

 

As per Section 32 of the Waste Management Act, 1996 as amended it is an offence to transfer waste to any other person unless they are appropriately authorised.

 

As per The Waste Management (Waste Electrical & Electronic Equipment) Regulations 2005: Storage of waste electrical and electronic equipment: Any collection point and recovery facility carrying out the treatment of waste electrical and electronic equipment, shall ensure that its storage of waste electrical and electronic equipment complies with the technical requirements as set out in the Sixth Schedule, which states that sites for storage (including temporary storage) of WASTE ELECTRICAL AND ELECTRONIC EQUIPMENT prior to their treatment must have

(a) Impermeable surfaces for appropriate areas with the provision of spillage collection facilities and, where appropriate, decanters and cleanser-degreasers,

(b)  Weatherproof covering for appropriate areas.

  

If organisations wish to undertake the collection of waste as a means of creating revenue they must be “authorised” in accordance with the Waste Management (Facility Permit and Registration) Regulations, 2007 (S.I. No. 821 of 2007), as amended and hold either

(a)            Certificate of Registration or

(b)            A Waste Facility Permit
