Biological Treatment / Composting

In order to achieve the recycling targets in the Waste Plan for the Dublin Region and to comply with the requirements of the EU Landfill Directive it is necessary to divert food and garden waste away from landfill for recovery. 


This type of waste can be treated biologically using a variety of technologies and transformed into compost.  The regional waste management plan (2002-2010) identifies two such treatment plants  to be provided in the region, one to be located at Ballyogan in Dun Laoghaire/Rathdown, and the other in the recycling park to be developed at Kilshane Cross in Fingal.


The site to be developed at Kilshane Cross by Fingal has been granted Planning Application and a waste Licence from the EPA (W0223-01).


Tenders were invited for the provision and operation of treatment facilities at Ballyogan and Kilshane in 2008.  The tender process was cancelled in June 2009 as it was determined that the bids did not represent value for money.


Fingal County Council are currently arranging for the treatment of the organic waste collected by its brown bin service at a number of locations as follows:

- Acorn Recycling Ltd, Tipperary
- Waddocks Composting, Carlow
- O’Tooles Composting,  Carlow

These facilities treat the waste to Department of Agriculture Fisheries and Food standards for reuse in agriculture and landscaping uses.


The four Dublin Authorities are examining the possibility of constructing one large facility at Kilshane for the region with different commercial arrangements with operating contractors with a view to securing a more economically sustainable facility to deal with the organic waste for the region
