A NEW LANDFILL SITE FOR DUBLIN

The integrated waste management plan for Dublin sets out a need for residual landfilling of approximately 16% of our waste.  The Dublin Region currently has two operational landfill sites in operation.  However each of the landfills have a limited lifespan. Arthurstown Landfill located in Kill, Co. Kildare is operated by South Dublin County Council and is due to close in 2010. Balleally Landfill short term extension in North County Dublin is operated by Fingal County Council and is due to close in 2011. Fingal County Council proposes to develop a new landfill for the Dublin region to be operational when the existing landfills have reached their capacity.  Following a detailed site selection process, a site at Tooman/Nevitt in north county Dublin has been identified as the preferred location for this proposed development of the new landfill subject to an Environmental Impact Assessment (EIA).

How was the preferred site chosen?

Based on a detailed assessment of environmental, technical and cost factors at a range of sites, it was recommended that the site at Tooman/Nevitt be developed as a long term residual landfill to serve the long term needs of the Dublin Region subject to an Environmental Impact Assessment (EIA) including the statutory public consultation process contained in the EIA development consent procedure.  This site has been chosen using current best international practice for landfill site selection and having regard to the draft EPA manual on the Landfill of Waste. 

Environmental Impact Statement

Fingal County Council has prepared an Environmental Impact Statement (EIS) in respect of the proposed development of a new landfill with associated infrastructure and facilities at Tooman/Nevitt in north County Dublin.

The proposed development will inlcude the following:

 New landfill and associated screening / landscaping;
 New county road and landfill access road
 Public recycling centre
 Administration building and car parking
 Maintenance facilities
 Wheelwashing facilities
 Weighbridges
 Waste Inspection and Quarantine Areas
 Gas Utilisation Facilities
 Surface Water Management Facilities

An application was made to An Bord Pleanala for approval of the Environmental Impact Statement on the 2/5/2006 (Case EL2051) and an application for confirmation of a compulsory purchase order was made on the 9/6/2006 (case CH2269).  An application was also made to the Environmental Protection Agency for a waste licence on 05/07/2006 (application number W0231).

An Bord Pleanala held an oral hearing for the scheme in October 2006. The hearing was reopened in 2008. The Bord gave consent for the development and approved  the compulsory purchase order on October 21st 2009. The inspectors report and details of the board's decision are available on the An Bord Pleanála website.

The Agency held an oral hearing in March 2008 and a further hearing in April 2009.  The Agency  granted a waste licence for the facility on May 27th 2010. The decision of the Agency is being challenged by way of Judicial Review by Ms Gemma Larkin. The Council is a notice party to this challenge.
