Objectives of Pay & Display:
A primary reason for the introduction of a Pay and Display Scheme is to address serious problems arising from long-stay parking and its effect on the quality of life of residents and the turnover of spaces for anyone wishing to shop or do business in commercial areas.
Hours of Operation:
In general, the hours of operation for Pay & Display schemes are from 8.00 am to 6.00 pm, Monday to Saturday inclusive. However, this can vary for particular areas.
Charges for Parking: Parking charges can vary for different areas. However, the charge is usually €1 per hour or €3 per day in the long-term parking areas.
Residents Permits:
Residents living in Pay & Display zones are entitled to Residents Permits on application to the Transportation Department, Fingal County Council, Grove Road, Blanchardstown, Dublin 15.
Residents may obtain a two year permit at a cost of €20, a maximum of four permits per household . A Resident's Permit entitles the holder to unrestricted parking in any parking bay on the streets specified on the permit. Permits are issued by post.
A "resident" refers to a person, other than the occupant of a purpose-built apartment block, who satisfies the Council that his/her normal dwelling place is at a premises situated on a street included in a Pay and Display scheme.
Visitor's Discs:
Visitor's discs are available at €1.20 each (€12 for a book of 10), from the address referred to above, and a total number of 50 may be issued to any resident in any one year. These discs are used to facilitate people visiting residents who are part of the scheme.
A Visitors Disc entitles the holder to park all day (on the day marked on the disc) in a Pay and Display parking bay. Only full-time residents of premises on streets within a Pay and Display scheme can apply for Visitors Discs.
Special Parking Permits:
Employers/Employees may be issued with a Special Parking Permit at an annual charge of €600 following an application in that regard to the Council.
Parking and Traffic Enforcement:
The functions of the Traffic Wardens relate to parking. Traffic Wardens are entitled to ticket cars located within a Pay and Display area that do not visibly display (i) a valid print-out from a parking meter,(ii) a Resident's Permit or (iii) a Visitor's Disc. The Wardens are also authorised to ticket cars that park illegally e.g. on double yellow lines, up on a public footpath, etc.
It is the responsibility of the driver of any vehicle parked in a Pay and Display area to ensure that a valid parking ticket/permit/disc is displayed and clearly visible on the vehicle.
