Permits & Licenses & Certificates
Licenses/permits for abnormal loads, advertising and tourist signage, road openings, parking permits, street furniture and taking in charge certificates are issued by the Transportation Department.
Abnormal Loads
Under the Road Traffic (Construction and Use of Vehicles) Regulations 2003 any person may apply to a Local Authority for the issue of an abnormal load permit authorising any particular vehicle.
Details of the weight of the load to be carried and particulars of the journey to be taken must be given to the Local Authority prior to the issue of the permit. A vehicle/load is considered abnormal when the total length of the vehicle exceeds 16.5m, the overall width exceeds 2.55m the weight of any axle other than the driving axle exceeds 10,170kg and the weight of the driving axle exceeds 10,500kgs.
Before making an application for a permit, the applicant must give the Commissioner of the Garda Siochana four clear days' notice of an application.
Advertisment/Tourist Signage
To place signage on a public road, an application must be made to the Council.
The fee for an advertisement structure
is €630 per sign, per annum.
The definition of an advertisement structure is any text, symbol, emblem, model, device or logo.
The fee for a directional sign to premises offering tourist accommodation is €50 per sign, per annum.
Road Opening Licences
A Road Opening Licence is required to open the public road, footpath or grass verge for:
- Water/Sewer Connections
- Lowering of Footpaths
- Footpath reconstruction
- Pipelaying etc
Hoarding Licence
A Hoarding Licence must be in place for any request to place temporary items (e.g. a fence or scaffolding) on a public footpath/road.
Parking Permits
Pay and Display is operational in the following areas: Malahide, Skerries, Balbriggan, Swords, Rush and Coolmine.
Residents within these areas may apply for a residents parking permit/visitors discs.
Doctors, Nurses and Tradepersons may apply for a special parking permit.
Street Furniture
To place tables and chairs outside a hotel, restaurant, public house or other establishment where food is sold for consumption on the premises, an application must be made to the Council for a Street Furniture Licence.
Prior to submitting an application, the applicant should contact the Council to arrange an on-site consultation with the Senior Executive Engineer/Area Engineer, Road Maintenance Section @ Tel: 01-8905931 (Swords Depot), Tel: 01-8412604 (Balbriggan Depot) or Tel: 01-8214446 (Coolmine Depot) to establish if capacity exists on the street to accommodate the number of tables & chairs or other goods proposed by the applicant, taking into account the number and location of existing appliances and the convenience and safety of other road users, including pedestrians.
Taking In Charge
A Taking in Charge Certificate indicates that the roads and services abutting a premises are/are not in charge of the Council.
To obtain a Taking in Charge Certificate write to: Fingal County Council, Transportation Department, Grove Road, Blanchardstown, Dublin 15, stating the full address of the property and enclose a cheque for €90 in respect of administration charges.
If the property is in a rural area, a location map is also required.
