Development Management Section

The Development Management Section evaluates current planning permission applications and deals with pre planning and post planning compliance issues relating to water services. A key objective is to ensure development is carried out in a sustainable manner. Issues considered include:

• Foul effluent disposal
• Water Supply and Conservation
• Surface Water quality and quantity

 

General Considerations for Applicants

• Applicants should ensure that they provide sufficient information in support of their application so as to enable the application to be adequately assessed. In this regard, particularly for large developments, pre planning meetings can be useful and are advised in order to avoid delays caused by insufficient information

• The drainage must be in compliance with the “Regional Code of Practice for Drainage Works Version 6.0” FCC April 2006.

• Applicant should have regard to the Department of Environment, Local Government and Heritage draft Planning Guidelines on Flood Risk Management issued in September 2008. For further information on SUDS implementation please refer to the website ww.irishsuds.com and the Greater Dublin Strategic Drainage Study (GDSDS) policy documents.  

• Applicants should include measures to minimise storm water runoff and minimise the risk of water pollution by including a storm water management system following the principles of SUDS and in compliance with the Greater Dublin Strategic Drainage Study (GDSDS) Volume 2 New Development, Aug 2005. • Applicants should accurately locate services such as water mains and sewers affected by their development and ensure that way leaves required for maintenance are not impinged upon.

• On-site wastewater treatment systems must be installed in compliance with the EPA code of practice: Wastewater Treatment & Disposal System Serving Single Houses PE < 10.
For developments with PE > 10 the EPA manual “Treatment Systems for Small Communities, Business, Leisure Centres and Hotel” must be used.  http://www.epa.ie/downloads/advice/water/wastewater/

• Applicants should include measures to minimise the risk of water pollution in particular from oil leakage and silt runoff, during the construction phase

• The water supply for the development must comply with the Guidelines for Drinking Water Supply”. FCC February 2009 Revision 1.  

• The provision of infrastructure to cater for new development frequently has a lead in time associated with the service delivery. In certain cases, in order to allow development to proceed, temporary interim solutions may be acceptable. Temporary interim solutions are considered only where long term sustainable solutions have been identified and planning for their implementation has commenced. It should be noted that temporary solutions are not always possible. Each case is assessed on an individual basis and the capital and operational costs associated with the temporary measures must be borne by the developer.
